Liquid Penetrant Testing - Level III
Liquid Penetrant Testing (PT) is a widely used nondestructive testing method for detecting surface discontinuities in materials. This method involves applying a liquid dye to the surface of a material, allowing it to dwell for a specific period of time, and then removing the excess dye. The retained dye in surface discontinuities is drawn back onto the surface by applying a developer, forming visible indications. These indications are interpreted by qualified personnel to assess the presence and characteristics of defects. PT is effective for most non-absorbent materials and can utilize either visible or fluorescent dyes.
Course Content:
The Liquid Penetrant Testing Level III course is designed to enhance the knowledge and skills of experienced PT practitioners. The course content includes:
- PCN requirements for Level III approval
- Complementary NDT methods
- Quality assurance, quality control, and supervision
- Specifications, procedures, and techniques
- Analysis of PT reports
- Advanced penetrant theory and revision
- Analysis of procedures
- Procedure writing
- Mock examinations
Responsibilities of Certified Level III:
- An individual certified to Penetrant Testing Level III has demonstrated a high level of competence to perform and direct PT operators within their certified methods. Level III personnel have acquired the following skills and knowledge:
- The ability to evaluate and interpret results in terms of existing standards, codes, and specifications
- Sufficient practical knowledge of applicable materials, fabrication, process, and product technology to select Penetrant Testing methods, establish Penetrant Testing techniques, and assist in establishing acceptance criteria when none are otherwise available
- General familiarity with other NDT methods
Within the defined scope of their certification, Penetrant Testing Level III personnel may be authorized to:
- Assume full responsibility for the test facility or examination center and its staff
- Establish, review for editorial and technical correctness, and validate Penetrant Testing instructions and procedures
- Interpret codes, standards, specifications, and procedures
- Designate the particular Penetrant Testing methods, techniques, and procedures to be used
- Carry out all tasks at all levels within the scope and limitations of any certification held
- Provide guidance for Penetrant Testing personnel at all levels
- Conduct, manage, and supervise PCN qualification examinations on behalf of the British Institute of NDT (BINDT)
- It is strongly recommended that Level III personnel also maintain Level II certification in the applicable methods and sectors when performing routine NDT tasks within specific product or industry sectors.
Training & Exam Duration:
- Liquid Penetrant Testing - Level III training typically involves 24 hours of instruction. The duration may vary depending on the candidate's experience and successful completion of the PCN Basic Exam.

Work Experience Requirement:
- To qualify for PCN Level III certification in PT, candidates must have a minimum of 24 months of supervised work experience in PT. This work experience requirement ensures that Level III practitioners have gained extensive practical exposure and proficiency in performing and directing PT inspections.
